OSCE and ICAO strengthen Moldova’s aviation security oversight capacity through national inspectors course

From 25 May to 2 June 2026, the OSCE Transnational Threats Department, in co-operation with the International Civil Aviation Organization (ICAO), organized an Aviation Security (AVSEC) National Inspectors Course in Chișinău, Moldova. The training brought together 16 AVSEC professionals from the General Inspectorate of Border Police, Chișinău International Airport Administration and Civil Aviation Authority of Moldova.
The course provided participants with theoretical and practical knowledge on conducting AVSEC audits and inspections as part of a National AVSEC Quality Control system in line with ICAO standards and recommended practices. Throughout the course, participants enhanced their understanding of inspection methodologies, audit preparation, reporting procedures, and the duties and competencies required of AVSEC inspectors.
During the intensive training course, participants engaged in interactive lectures, scenario-based exercises and practical inspection activities conducted at Chișinău International Airport designed to strengthen their operational and analytical skills. Particular emphasis was placed on the consistent implementation of ICAO Annex 17 standards and the effective application of quality control measures across national AVSEC operations.
“Participating in this course allowed me to deepen my understanding of aviation security inspections and quality control procedures in line with international standards,” said Irina Ivanova from Moldova’s Border Police. “The practical exercises and exchange of experience with colleagues and ICAO instructors will greatly support my day-to-day work in strengthening aviation security measures and ensuring effective implementation of inspection procedures at the national level.”
“The training provided valuable practical knowledge on how to plan, conduct and evaluate aviation security inspections in accordance with ICAO requirements,” said Alexander Bezer from the Airport Administration of Chișinău International Airport. “The competencies acquired during the course will help improve the effectiveness of our operational activities and contribute to maintaining a high level of security for passengers, personnel and airport infrastructure.”
Upon successful completion of the course and final examination, participants were formally recognized as ICAO-certified AVSEC National Inspectors. The certification enables them to independently conduct AVSEC inspections and quality control activities at the national level in accordance with international AVSEC standards.
The training course was organized within the framework of the Airport Security Component of the OSCE extrabudgetary project “Support to the Law Enforcement Agencies in Moldova in Response to the Security Challenges in the Region”. The project focuses on strengthening Moldovan law enforcement agencies’ capacity to prevent and combat transnational organized crime and address evolving security threats at the border and within the country. The project receives financial support from France, Germany, Poland, the United Kingdom and the United States.
