OSCE and International Civil Aviation Organization strengthen airport security in Moldova

From 7 to 11 September 2026, the OSCE Transnational Threats Department, in co-operation with the International Civil Aviation Organization (ICAO), organized an Aviation Security Programme Workshop in Chișinău, Moldova. The workshop brought together sixteen representatives of the General Inspectorate of Border Police, Customs Service, Chișinău International Airport Administration and other Moldovan authorities responsible for airport security.
The workshop familiarized participants with ICAO requirements for developing, implementing and reviewing aviation security programmes. Participants benefited from expert presentations, guided discussions and practical exercises, which strengthened their ability to assess aviation security risks, assign institutional responsibilities and implement airport security procedures in line with international standards.
“Participating in this workshop has given me a much clearer understanding of how an airport security programme brings together risk assessment, operational procedures and the responsibilities of all authorities working at an airport,” said Veaceslav Scurtu of Moldova’s General Inspectorate of Border Police. “The practical drafting exercises will help us apply ICAO requirements more consistently and co-ordinate our work more effectively in addressing security threats at Chișinău International Airport.”
“The workshop helped me better understand not only the required structure of an airport security programme, but also how its provisions should be translated into practical and regularly reviewed procedures,” said Victoria Begal of Chișinău International Airport Administration. “This knowledge will support our efforts to maintain a secure operating environment for passengers, personnel, aircraft and airport infrastructure.”
By strengthening institutional expertise and co-operation among the authorities responsible for airport security, the workshop contributed to Moldova’s efforts to align its aviation security framework with ICAO requirements and relevant European Union standards.
The workshop was organized within the framework of the extrabudgetary project “Support to the Law Enforcement Agencies in Moldova in Response to the Security Challenges in the Region”. The project focuses on strengthening Moldovan law enforcement agencies’ capacity to prevent and combat transnational organized crime and address evolving security threats at the border and within the country. The project is funded by Finland, France, Germany, Poland, the United Kingdom and the United States.
