Law enforcement and border agencies in Central Asia strengthen gender-responsive leadership and communication at OSCE training course

Law enforcement and border agency representatives explored gender dynamics, effective communication, and reflective decision-making at a training course for the Regional Network of Women in Law Enforcement and Border Agencies in Central Asia, organized by the OSCE Secretariat, with support from the five OSCE field operations in Central Asia, in Bishkek, Kyrgyzstan, on 26 and 27 November. 

The two-day event for the Regional Network members from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan focused on practical tools to communicate more effectively in high-pressure environments, including border operations and other critical law enforcement settings.

They also looked at how gender dynamics influence communication, decision-making, and operational outcomes, both within their agencies and in interactions with the public. The training highlighted how gender biases can affect communication during stressful situations and emphasized inclusive approaches that support stronger team cohesion and more effective operations. 

A significant component of the training focused on enhancing participants’ capacity to lead inclusive teams. Through real-life case studies and interactive exercises, participants examined the impact of gender stereotypes and unconscious biases on leadership decisions and team dynamics. 

Looking ahead, the participants defined strategic priorities for the Regional Network for the coming years. They discussed future capacity-building activities and opportunities to strengthen regional co-operation. 

“This training gave us practical tools we can apply immediately in our daily work,” said Assem Rymbayeva, Assistant to the Prosecutor General of the Republic of Kazakhstan. “Understanding how gender dynamics influence communication and leadership helps us make better decisions. The Regional Network is a unique and historic opportunity for women in law enforcement across Central Asia to learn from one another, build solidarity, and strengthen our collective voice. The exchange with colleagues was truly inspiring and reinforced our commitment to building inclusive, effective, and professional teams in the security sector.”

The training marks an important step in advancing women’s leadership and enhancing gender-responsive practices within law enforcement and border agencies across Central Asia. The Regional Network remains committed to fostering collaboration, building professional capacity, and promoting inclusive and effective security sector governance throughout the region.

The training was organized by the OSCE Secretariat’s Transnational Threats Department/Border Security and Management Unit, the Gender Issues Programme through their WIN Project, and the Conflict Prevention Centre. It was a follow-up to previous OSCE-supported activities in 2023 and 2024, which also aimed at enhancing women's participation in law enforcement and border agencies across Central Asia.
