OSCE workshop builds national resilience of critical information infrastructure

A workshop organized by the OSCE’s Transnational Threats Department brought together nine policymakers and cybersecurity specialists from Armenia, Azerbaijan, Kazakhstan, Mongolia and Uzbekistan to strengthen the resilience of critical information infrastructure against growing cyber threats. 

Held on 13 and 14 May 2026 in Vienna, Austria, the workshop was facilitated by experts from the Dutch National Cyber Security Centre. The programme combined theoretical sessions with hands-on exercises and case studies aimed at supporting the development of practical mitigation measures and action plans tailored to the participants’ own organizational, sectoral or national contexts.

“We all see more cyberattacks against vital services: governments, banks, hospitals, energy grids and ports. These attacks ignore borders. A problem in one country can quickly affect neighbours and partners far away. That is why cyber resilience is so important. We may not be able to stop all attacks, but we can reduce our vulnerability and protect the systems our societies depend on. And we can only do this well if we work together: by sharing information, learning from incidents and implementing international agreements said Kim Elferink, Deputy Permanent Representative of the Kingdom of the Netherlands to the OSCE.

The interactive training focused on translating critical information infrastructure protection concepts into practical action, enabling participants to identify critical infrastructure, assess risks, develop mitigation measures and improve cross-sector and cross-border co-operation. Sessions covered dependency mapping, governance and crisis management, all of which was put into practice during a large-scale cyber crisis simulation.

The event was organized under the OSCE extrabudgetary project, “Activities and Customized Support for the Implementation of OSCE Cyber/ICT Security Confidence-Building Measures”, with financial support from the Netherlands.
