OSCE project Steering Committee meeting and donor visit highlight support to Moldovan law enforcement

On 13 May 2026, the OSCE Transnational Threats Department (TNTD) organized in Chișinău, Moldova, a meeting of the Steering Committee of the extrabudgetary project “Support to the Law Enforcement Agencies in Response to the Security Challenges in the Region” implemented jointly with the OSCE Conflict Prevention Centre. 

The Steering Committee meeting gathered senior Moldovan officials as well as representatives of the OSCE Secretariat and donor participating States, highlighting the strong international support behind Moldova’s efforts to strengthen resilience against transnational organized crime. The recent extension of the project until June 2028 helps ensure continuity and sustainability of joint capacity-building efforts.

“Today’s meeting is an opportunity to review the progress achieved under the project since its launch in 2023 due to strong and sustained co-operation among all stakeholders involved,” said Ambassador Alena Kupchyna, OSCE Co-ordinator of Activities to Address Transnational Threats. “The strength of this project lies not only in the equipment provided or the activities implemented, but also in the partnerships we built, the trust we established and the shared commitment to security.”

During the meeting, the OSCE donated advanced equipment valued at nearly €400,000 to the General Inspectorate of Border Police and the General Police Inspectorate of Moldova. The package included portable X-ray screening systems, digital forensic software and hardware, IT equipment, and three specialized K9 vehicles.

This equipment will support inspections and screenings, digital investigations, forensic analysis, secure handling of information and K9 mobility, further strengthening the ability of Moldovan authorities to prevent and investigate transnational organized crime and other cross-border threats.

“The close co-operation between Moldovan institutions, the OSCE and international partners has played an important role in strengthening our operational capacities and advancing reforms across the security sector,” said Alexandru Bejan, State Secretary of the Ministry of Internal Affairs of Moldova. “This support contributes directly to Moldova’s resilience and to our ability to respond effectively to evolving security threats.”

From 11 to 14 May 2026, senior OSCE officials and representatives of the participating States funding the project also had an opportunity to meet with Moldovan authorities and project beneficiaries to review the progress, discuss future priorities and reaffirm continued support for Moldova’s law enforcement and border agencies. 

During the visit, the representatives of the donor States saw first-hand how the OSCE support has strengthened Moldova’s operational capacities. Visits to the General Police Inspectorate’s National Inspectorate for Investigations, the General Police Inspectorate’s K9 Directorate and the General Inspectorate of Border Police demonstrated progress in intelligence-led policing, threat and risk analysis, K9 capabilities and border security.

OSCE Co-ordinator of Activities to Address Transnational Threats held bilateral meetings with Moldova’s Minister of Internal Affairs, State Secretary of the Ministry of Internal Affairs and Director of Customs Service to discuss the ongoing and future co-operation aimed to enhance the country’s capacity to address transnational threats including in the regional context. 

By bringing together national authorities, operational beneficiaries and international partners, the visit demonstrated the high level of political and donor support behind the project and highlighted its concrete contribution to Moldova’s resilience, institutional modernization and regional security.

The project is funded by Finland, France, Germany, Poland, the United Kingdom and the United States.
