Our thematic and programmatic focus areas
Respect for the rule of law and human rights is a prerequisite to effectively prevent and counter violent extremism and terrorism. The Transnational Threats Department initiatives focus on investigation, prosecution, rehabilitation and reintegration of violent extremists and terrorist offenders.
The Department’s activities also address the rights and needs of returnees from conflict zones who may not be criminally liable; support sustainable reintegration programmes that contribute to prevention; and address the needs of the communities involved.
OSCE high-level conferences engage policymakers and front-line practitioners to encourage collaboration of stakeholders in legal matters, help build political will and strengthen co-operation among participating States at the governmental level. The Organization also facilitates exchanges of good practices among law enforcement officials, prosecutors, judges and other stakeholders, both at national and regional levels.
The Department works closely with OSCE field operations and the Office for Democratic Institutions and Human Rights to build the capacities of participating States to address terrorist crimes within a human rights-based criminal justice framework.
