Our thematic and programmatic focus areas

The Transnational Threats Department integrates a gender perspective across its border security and management work, recognizing that inclusive and gender-responsive policies are essential to effective and sustainable security. It promotes the equal participation of women and men in border security roles and supports the development of institutional practices that reflect the different security needs of all members of society.

Through policy guidance, capacity-building training courses and webinars, the Department supports its participating States and Partners for Co-operation in advancing gender equality. This includes supporting the recruitment, retention and professional development of women in border management, fostering an inclusive workplace culture and strengthening the ability of border personnel to identify and respond to gender-specific security challenges, such as trafficking in human beings and the protection of vulnerable groups. 

The Transnational Threats Department also established the OSCE Gender Equality Platform of national professionals and the Regional Network for Women in Border and Law Enforcement Agencies in Central Asia, promoting gender equality, enhancing women’s role in the security sector and fostering regional co-operation and peer support among female professionals.

By integrating a gender perspective throughout border security and management, the Department contributes to more effective, accountable and human-centred border governance.

Strengthening competence

The OSCE Transnational Threats Department offers courses and learning resources to support practitioners and other interested audiences in the OSCE participating States.
