Our thematic and programmatic focus areas
Information and communication technologies (ICTs), while driving much of the modern world, as well as economic and social growth, can also be misused or attacked. This can lead not only to dramatic changes in our day-to-day lives but also to new threats to interstate relations.
Cyberspace constitutes an area with much room for speculation, doubt and ambiguity. The problem of attribution adds to the complexity and increases the potential for tensions between States. This is a concern that all participating States share.
In response to this, the OSCE has developed a set of confidence-building measures between participating States that aim at reducing the risks of conflict stemming from the use of ICTs. The Organization is also active in tackling various other cyber threats, including cybercrime and the use of the internet for terrorist purposes.
