Cybercrime

With the rapid evolution of digital technologies, cybercrime and other crimes involving electronic evidence have been steadily growing across the OSCE area. Investigating and prosecuting these crimes poses significant challenges as it requires adequate legal frameworks and technical means, high levels of national and international co-operation, and specific knowledge and skills.

Our work

Our thematic and programmatic focus areas

The Transnational Threats Department supports the OSCE participating States in strengthening their capacities to investigate and prosecute cybercrimes and other crimes involving electronic evidence, in line with OSCE commitments, relevant international standards and international human rights commitments. Main areas of work include:

  • Training and education: building the knowledge and skills of criminal justice practitioners through courses, workshops, webinars and the development of training material and guidelines.
  • Institutional development: assisting law enforcement academies and other educational institutions in creating competency frameworks, training strategies and curricula on cybercrime and electronic evidence.
  • Technical capabilities: enhancing the ability of law enforcement authorities to effectively handle electronic evidence and investigate cybercrimes through assessments, standard operating procedures and manuals, tailored training and mentorship, and targeted equipment support.  
  • Co-operation and networking: facilitating national, regional and international collaboration and the exchange of good practices in investigating cybercrimes and dealing with electronic evidence.
  • Awareness-raising: understanding of cybercrime threats and promoting effective responses consistent with international standards and human rights.

Learning, training and education

Strengthening competence

The OSCE Transnational Threats Department offers courses and learning resources to support practitioners and other interested audiences in the OSCE participating States.
